THE COLLECTIVE AGREEMENT OF ATB ‘’SEVER’’ AMENDED BY ANNEXES


WISE AND RATIONAL COMPROMISE

A long and complicated process of amendments to Collective Agreement in ATB ‘’Sever’’ ended by Annexes. The entire series of negotiations were very difficult and complicated as for trade union’s representatives so also for the employer. The labor cost shall be a constantly discussed theme in all negotiations, because it influences employees’ standard in a strategic sense. The trade unions and employer entered the process of negotiations from different positions and were gradually approaching a compromise solution through negotiations that could satisfy both employees and the employer. The ‘’Nezavisnost’’ Trade Union of ATB ‘’Sever’’ has contributed to a great extent to reach a solution, and a significant part of those proposals has been accepted.

It is important to point out the EU recommendation that tells about the lowest pays in the countries in the transition period, recommending that the lowest salary should be 60% of average earnings, which is presently about Din. 14.000 in our conditions. If we take total employees’ income into consideration, we have approached that goal closely through this solution.

It should be highlighted that colleagues of the A.T.U. have neither signed such C.A. followed by Annex nor continued the actions in order to improve the results of negotiations. One should ask a simple question. What would happen if the Annex to C.A. wasn’t signed? Employees’ earnings would remain at the level of old labor cost, which would be changed only by an official percentage relating to living costs increase, which is, in this particular case, much lower than the increase reached. During the negotiations we were convinced by the employer that he would approve the payment of a special stimulation in gross amount of Din. 2,4 million for March 2007. Also, the executive management promised that payment of the vacation allowance for 2007 and the unpaid vacation allowance for 2003 would start soon, along with payment of earnings for March.

These agreements indicate that one can achieve success in the negotiations through wise and rational compromise, and we are convinced that we can improve the financial standing, as well as social and economic status of employees of ATB ‘’Sever’’ through this Annex, and we hope they will notice this in their payrolls. The conditions for commencing the negotiations on other elements defined by the C.A. were fulfilled by concluding the Annex on new labor cost. We invite the colleagues of the A.T.U. to take part in new negotiations together with the ‘’Nezavisnost’’ Trade Union of ATB ‘’Sever’’.
