THE FIRST SESSION OF THE PRESIDENCY OF UBU “NEZAVISNOST” AFTER THE VI CONGRESS
ANALYSIS OF THE VI CONGRESS’S WORK

The agenda of the first session of the Presidency of UBU “Nezavisnost” after the VI Congress was as follows: adopting the Rules of Procedure of the Presidency of UBU “Nezavisnost”, information on the VI Congress of UBU “Nezavisnost”, informing about the Minutes of the constitutive sessions of the Leading, Auditing and Statutory Committee and constitution of the Presidency. The issue concerning the forthcoming parliamentary elections in Serbia, preparing annual balance sheets in the Branch Unions and UBU “Nezavisnost” and current issues.
The Presidency of UBU “Nezavisnost” was constituted after adopting the Rules of Procedure. A significant part of the discussion of the members of the Presidency pertained to the analysis and critical view of the work of the VI Congress of UBU “Nezavisnost” which were predominantly associated with technical and partly organizational failures. The issues concerning the preparing of annual balance sheets in the Branch Unions and UBU “Nezavisnost”, as well as the parliamentary elections in Serbia were also on the agenda of the meeting.
The Presidency received the final compositions and lists of the Leading, Auditing and Statutory Committee of UBU “Nezavisnost”. The Presidency of UBU “Nezavisnost” was also constituted. The speeches of the two colleagues at the end of the Congress, in which they stressed their personal problems, was criticized by the members of the Presidency, although some of the participants of the Congress applauded the same colleagues on their statements. It was highlighted that foreign delegates were, in the contacts after the Congress, satisfied with the organization and subject matter prepared for the Congress, with the remark that too much democracy leads to anarchy. All these experiences should be included in the future scheduling and holding big meetings, as is the Congress itself.
Most of the time, during the session of the Presidency, was devoted to considering the third item of the agenda, namely, to parliamentary elections in Serbia, wherein everybody had something to say, with the conclusion that one should issue a communiqué, the authors of which will be Branislav Canak and Zoran Stoiljkovic. The communiqué will be issued by December 29, 2006 and the final position on the parliamentary elections in Serbia will be taken by the UBU “Nezavisnost” at the session of the Leading Committee, scheduled for January 12, 2007.
On the item – current issues, the information on tardiness of the legal department was given by the President of ‘’Nezavisnost’’ Branch Union of Administration and Justice, and the President of the Branch Union of Educators of Serbia agreed with this. The President of MWBU ‘’Nezavisnost’’ requested that an information should be prepared, for the next session of the Presidency of UBU ‘’Nezavisnost’’, on the position and status of Independent Union of Educators of Vojvodina within ‘’Nezavisnost’’ Branch Union of Educators of Serbia and UBU ‘’Nezavisnost’’. Also, one should observe the agreement immediately before the VI Congress that the debts of the Branch Unions to the United Branch Unions were to be considered and that one should find the way for settlement in compliance with the Statute, and that this mustn’t happen in the future. One must secure that our representatives in the three-party bodies forward the materials to their deputies too, so that they would be completely informed when they join the work team. It would be normal and desirable that the annual report on work of our colleagues, participating in the three-party bodies as representatives of UBU ‘’Nezavisnost’’: Socio-Economic Council, Solidarity Fund, Pension and Disability Insurance Fund, is submitted to the Leading Committee of UBU ‘’Nezavisnost’’.
The metal workers maintain that the Work Plan of UBU ‘’Nezavisnost’’ for 2007 is to be prepared urgently, which should be based on the Congress documents and the Union’s needs. One demands that the problem of workers of AD Milan Blagojevic of Smederevo, members of ‘’Nezavisnost’’ Union, should be raised from the branch level to the level of UBU ‘’Nezavisnost’’, regarding that Predrag Rankovic Peconi has done the same in the commissary offices, GS HNER, GS PUTPViDI, and presently in GST too.
Immediately after the metal workers stated their opinions and conclusions, some members of the Presidency left the session without the chairman’s approval and thereby there was no quorum for decision-making. The first session of the Presidency of UBU ‘’Nezavisnost’’, after the VI Congress, was adjourned in the late afternoon.
