THE SESSION OF THE LEADING COMMITTEE OF MWBU “NEZAVISNOST” HELD
THE DELEGATES FOR VI CONGRESS OF UNITED BRANCH UNIONS VERIFIED
Belgrade, October 12, 2006
The session of the Leading Committee of MWBU “Nezavisnost” was held on Thursday, October 12, 2006, at which the President of the Leading Committee of MWBU “Nezavisnost”, Dragan Matic, submitted a report on Union’s work between two sessions of the Leading Committee of MWBU “Nezavisnost”.
The latest events, associated with the work and activities of MWBU “Nezavisnost”, have been stated in the report, among other things. We can consider this as a very positive result of our interceding for carrying out and observing the resolutions passed at the IV Session of the Leading Committee of MWBU “Nezavisnost” held on May 19, 2006. The Branch Collective Agreement for Serbian metal workers entered the negotiations phase and we expect that the process will be terminated during November. The negotiating teams of the Trade Union and Serbian Employers’ Union work and act according to the signed Protocol and are trying to reach an agreement on the text, in a reasonable term, which will be accepted and signed by the negotiating sides.
If you type www.gsmnezavisnost.org.yu on your computer, the Site of MWBU “Nezavisnost” will appear, and this is another step towards modern, attractive, recognizable union, what we
are striving for, and some people say that we are already what we are! One can get a list of all privatized companies from your region at the office of regional members of the Presidency, and thereby we passed a resolution at the former session of the Leading Committee at which this was requested. These data will be useful to us as a base for developing strategy, expanding network and accepting new members.
The difference in the quality of performed activities and accepting duties by individual members of the Presidency is significant in all of these activities. We highlighted the necessity of carrying out and observing the decisions of the Presidency and Leading Committee several times, as well as the need to take crucial steps, so that individual members of the Presidency would change their way of working or would be transferred from their position and function, so that we give a chance to members who wish to prove themselves, who are skilled and show results based on which they can run as candidates for positions and functions within the Presidency. Believing that a majority of members of the Presidency understand how serious the situation is, I expect that they will not find themselves in a position, based on their activities, that we make decisions on their idleness which will disqualify them in the future operations of MWBU “Nezavisnost”. Finally, we have to understand that a selection must be made within an organization and that only the best can remain in the “race”, and the final outcome must be a satisfied member of MWBU “Nezavisnost” and advancement of the organization, it is said in the report of Dragan Matic, President of MWBU “Nezavisnost”.
At this session the Leading Committee verified the number and structure of delegates for VI Congress of UBU “Nezavisnost” from the membership of MWBU “Nezavisnost”.
Twenty seven members of MWBU “Nezavisnost” will take part in the work and decision-making of VI Congress of UBU “Nezavisnost” with full rights. All members of the Presidency of MWBU “Nezavisnost” will attend the Congress, as well as delegates from regions, elected at union’s regional meetings. A possibility was considered to invite guests to the Congress, and the Presidency of MWBU “Nezavisnost” shall decide on the final list of possible guests.
Colleague Gordana Aleksic, vice-president of MWBU “Nezavisnost” and colleague Nebojsa Savic, presently the vice-president of United Branch Unions, ran as candidates for the vice-president of UBU “Nezavisnost”. The appointment of members of the Leading Committee of UBU “Nezavisnost” will be carried out at the session of the Presidency of MWBU “Nezavisnost”, based on the decision of the Leading Committee of MWBU “Nezavisnost”, and verified subsequently at the session of the Leading Committee. By relieving the members of the Leading Committee of MWBU “Nezavisnost” from duty on different bases, the conditions were fulfilled for appointing new members. On the proposals of regional representatives, the new members of the Leading Committee are Dragomir Ivkovic, Radojko Milojevic, Sladjana Mihajlovic, Radmila Velickovski and Ilija Smiljic. We congratulate the new colleagues and wish them a successful work.
The Leading Committee has also appointed colleague Jovan Pirkovic as member of the Auditing Committee of MWBU “Nezavisnost”, to the position of colleague Goran Markovic, who resigned. The member of the Auditing Committee from Bor – Zajecar Region shall be appointed on the basis of the decision of the Leading Committee, when the Union’s regional office sends the name of the elected member. The new appointed members of the Presidency are Goran Rakic, regional commissary for Podunavlje – Branicevo Region, and Radoslav Premovic, regional commissary for Macva – Kolubara Region. A proposal was accepted that colleagues Ilija Smiljic (MOTINS, Novi Sad) and Zoran Milanov (NOPAL, Backa Palanka) should perform the duty of regional coordinator for Juzna Backa – Srem Region until final appointment.
A detailed report was also submitted by Aleksandar Todic, leader of the negotiating team for concluding the Branch Collective Agreement. The comprehensive and professional preparations of the negotiating team for concluding the Branch Collective Agreement, carried out by MWBU “Nezavisnost”, resulted in a serious and high-grade approach and activities during negotiations. A Protocol was signed between the negotiating teams, by which the sides were obligated to conduct negotiations in the spirit of social dialogue, tolerance, understanding, and with the view of concluding a Collective Agreement. The negotiating sides have agreed that the draft of the Collective Agreement, worked out by the union’s working group, should be accepted as a starting point for negotiations. The Leading Committee has accepted the report of our negotiating team, has given full support to the endeavors towards reaching agreed and signed Branch Collective Agreement. The next step is to request, through Social-Economic Council, that the Minister of Labor, Employment and Social Policy of Serbian Government should grant extended action.
