SEMINAR IN ZAGREB
UNION ORGANIZING IN SOUTH-EAST EUROPE
Zagreb, January 16 2008
The Seminar on the subject of ’’Union organizing in South-East Europe’’ and ’’Elaboration of the Project for improving working conditions and standard in 2008’’, held in Zagreb from December 16 – 18, 2007, gathered representatives of textile, leather and footwear industry union from Slovenia, Croatia, Bosnia & Herzegovina, Montenegro, Albania, Macedonia and Serbia. Serbia was represented by Ljubina Banovic and Bosko Karalic of ’’Nezavisnost’’ BU of TLF. After debates and discussions on the subject of employee status in the textile industry of South-East Europe, it was concluded that working conditions were difficult, standards low, and that a majority of workers lost their jobs just in this part of Europe in the last few years.
Also, it was stated that textile industry was in a difficult situation and that it was necessary to work out a project by which the mode of improving working conditions and increasing employee pays would be envisaged. This project would be important both on the regional and national level. A bad situation in textile industry in this part of Europe is the result of appearance of gray economy, illegal work (cheap manpower), as well as an increasing presence of Chinese goods of poor quality and inexpensive.
It was planned to hold a meeting with the Textile Industry Employers Union in the shortest possible term, i.e. till April at the latest, in order to find a solution, in joint talks, for improving employee working conditions in this branch of industry. Trade union representatives also stated that the age limit of textile industry employees was on a high level and that it was necessary to employ young manpower, but also to secure adequate conditions for the existing workers. Further dialogue should follow this direction in order that this industry would surpass the current crisis.
The entire project has been prepared in the organization of the European Labor Institute (ETUI-REHS), and it is supported and co-financed by Swedish Labor Union. The Executive Secretary of the Project is Grigor Gradev from Brussels. Also, it should be mentioned that Mr. Hans Palmquist from Sweden spoke at the Seminar.
