HOT SUMMER IN KRAGUJEVAC: ACTION PLAN OF SERBIAN MINISTER OF ECONOMY AND REGIONAL DEVELOPMENT, BY WHICH “ZET” WOULD BE ABOLISHED, UNACCEPTABLE FOR TRADE UNIONS

WHAT IS GOING TO HAPPEN WITH 4500 EMPLOYEES?

Trade Union organizations of “Zastava vozila” Group directed their opinions of the Action Plan to the Minister of Economy and Regional Development, Mladjan Dinkic, envisaging the abolishment of “Zastava employment and training” (ZET). The Information on employee status in “ZET” was unanimously adopted at Serbian Government Session, held on July 26, 2007. It was stressed that 6,3 billion dinars was paid to the “ZET” account from the budget of the Rep. of Serbia in the period from 2001 till July 30, 2007. The trade unions’ position is that Serbian Government and “Zastava vozila” Management cannot make decisions independently on the future and status of 4500 employees of “ZET”. The consequences of possible unilateral decisions shall be taken solely by Serbian Government and “Zastava vozila” Management, said trade unions’ representatives. The possibility of riots and demonstrations was announced, which would be supported not only by “ZET” employees but also by the city of Kragujevac.

Trade Union representatives requested a reception by the Prime Minister, Vojislav Kostunica, and at the same time announced that they would hire a team of lawyers that would provide a stopgap measure through legal means, which would secure further application of 2001 Agreement, according to which “ZET” originated, until the final agreement is reached. The “Nezavisnost” Union’s representatives think that it is necessary to use the social dialogue and explain the necessity and advantages, contained in the Action Plan for deciding on final status of 4500 employees of “ZET”, to trade union presidents. At the same time, a letter arrived in “Zastava vozila” Group from the Ministry of Economy and Regional Development, in which it was stated that the Information on the status of “ZET” employees was unanimously adopted at the Session of Serbian Government held on July 26, 2007. The Serbian Government decided that the measures of the Action Plan should be implemented for the status of “ZET” employees, in order to sign the Agreement on employment termination with “ZET” employees. All those activities must be terminated by “Zastava vozila” Management and “ZET” by August 20, 2007. The funds for this purpose have been secured and shall be transferred to “ZET” account in due course.
